Both countries had bad values before the war as well, but there's a surprising amount of volatility in the data.

Here's compared to the US from 2015 to 2023.

2015 ==> Russia: -7.4, Ukraine: -6.0

2016 ==> Russia: -6.8, Ukraine: -5.3

2017 ==> Russia: -5.8, Ukraine: -4.7

2018 ==> Russia: -5.9, Ukraine: -5.2

2019 ==> Russia: -5.9, Ukraine: -5.0

2020 ==> Russia: -5.8, Ukraine: -3.7

2021 ==> Russia: -6.6, Ukraine: -4.8

2022 ==> Russia: -5.5, Ukraine: -5.3

2023 ==> Russia: -6.2, Ukraine: -5.9

The life expectancy in the US probably decreased more because of COVID-19 which makes the values in Ukraine and Russia look better in 2020.
